How much does it cost to publish an app on Google Play? (2026)

Short answer: publishing an app on Google Play costs a one-time $25 registration fee for a Google Play Console developer account. There is no annual fee and no charge per app – you can publish free apps and games as well as paid ones. Google only takes a service fee from sales: typically 15% on the first $1M of yearly earnings and on subscriptions, and 30% above that. The real costs are elsewhere: building, testing and maintaining the app.

The $25 Google Play developer fee

To publish anything on Google Play you need a Google Play Console developer account. Creating it costs $25, paid once by credit or debit card. The fee is not refundable and there is no renewal – the account stays active as long as you follow Google's policies.

One account lets you publish an unlimited number of apps and games, free or paid, so there is no extra cost per app. The same $25 applies whether you publish a simple utility, a game or a business app for your customers.

You can create one of two account types:

  • Personal account – for individuals and hobby developers. Verification uses your legal name and ID.
  • Organization account – for companies. You will need a D-U-N-S number (free to obtain from Dun & Bradstreet, but it can take a few days or weeks), plus a company website, e-mail and phone number.

How much does Google take from app sales?

If your app is free and has no in-app purchases, Google takes nothing. If you sell something through Google Play Billing, Google charges a service fee:

  • 15% on the first $1M (USD) of your earnings each year – you need to enroll in the 15% service fee tier in Play Console,
  • 30% on earnings above $1M per year,
  • 15% on auto-renewing subscriptions from day one.

Physical goods and services (for example food delivery, taxi rides or hotel bookings) are not sold through Google Play Billing, so no Google fee applies to them. Fee rules can differ by region – in the European Economic Area, for example, developers can offer alternative billing systems at a reduced rate – so always check the current terms in Play Console before you set prices.

Requirements before you can publish (2026)

The fee is the easy part. Since 2023 Google has added several requirements that often surprise first-time publishers:

  • Identity verification – every developer must verify their identity (personal accounts) or organization (with D-U-N-S). Your contact details are shown on your store listing.
  • Closed testing for new personal accounts – before you can publish to production, your app must run a closed test with at least 12 testers opted in for 14 days in a row. Organization accounts are exempt, which is one reason companies should register as an organization.
  • Android App Bundle (AAB) – new apps must be uploaded as .aab files, not APKs.
  • Target API level – your app must target a recent Android version; Google raises the minimum every year.
  • Data safety form and privacy policy – you must describe what data the app collects and link to a privacy policy.
  • Content rating questionnaire and an accurate store listing: name, descriptions, icon, screenshots and a feature graphic.

How to publish an app on Google Play – step by step

  1. Create a Google Play Console account and pay the $25 fee.
  2. Verify your identity or organization (D-U-N-S for companies).
  3. Create the app in Play Console: name, default language, free or paid.
  4. Prepare the store listing: short and full description, icon (512×512), feature graphic (1024×500) and screenshots.
  5. Complete the app content forms: privacy policy, data safety, content rating, target audience, ads declaration.
  6. Upload a signed Android App Bundle to an internal or closed testing track and test on real devices.
  7. Run the closed test (12 testers, 14 days) if you have a new personal account, then apply for production access.
  8. Submit for review. Review usually takes from a few hours to several days; new accounts can wait longer.
  9. Publish and monitor – watch crashes and ANRs in Android vitals, reply to reviews and keep the app updated.

If you want to reach both Android and iPhone users, budget $25 + $99 per year for the stores – and consider a cross-platform technology such as Flutter or React Native, so one codebase serves both platforms.

Hidden costs most developers forget

  • Development and design – by far the largest cost. Our guide on how to develop a mobile app breaks down typical budgets and timelines.
  • Backend and hosting – most apps need a server, database and admin panel. Cloud costs range from a few dollars to thousands per month depending on traffic.
  • Maintenance – new Android versions and Google policy updates require regular releases. An app that is not updated can be hidden or removed from the store.
  • Testing devices or services – real-device testing on different screen sizes and Android versions.
  • Marketing and ASO – store listing optimization, graphics, video and user acquisition campaigns.
  • Legal – privacy policy, terms of use and GDPR compliance if you have users in the EU.
